The Financial Mechanism Office, the secretariat of the EEA and Norway Grants is seeking a Fund Operator to develop and implement the EEA Grants programme for civil society in Romania.

The objective of the Civil Society Programme Area is: ‘Civil society and active citizenship strengthened and vulnerable groups empowered’.

  • Democracy, active citizenship, good governance and transparency
  • Human rights and equal treatment through combating any discrimination on the grounds of racial or ethnic origin, religion or belief, genderdisability, age, sexual orientation or gender identity
  • Social justice and inclusion of vulnerable groups
  • Gender equality and gender-based violence
  • Environment and climate change

Funding Information

In Romania, the allocation to the Active Citizens Fund (the civil society programme) is EUR 46 000 000.

Eligibility Criteria

  • In order to be eligible for the Fund Operator role, all bidders must:
    • Be legal entities in the EEA and
    • Be non-governmental, independent of local, regional and central government, political parties and religious institutions and
    • Form a consortium and
    • Have stable and sufficient sources of finance to maintain their activity throughout the Programme and
    • Have experience working with the civil society sector in the beneficiary country
  • In addition, the lead bidder must:
    • Be non-profit making with a non-commercial purpose
  • At least one organisation in the consortium must:
    • Have sufficient regranting experience
    • Have sufficient experience in strengthening civil society capacity and sustainability

INVITATION TO BID: FUND OPERATOR FOR THE ACTIVE CITIZENS FUND IN ROMANIA

The Financial Mechanism Office – the secretariat of the EEA and Norway Grants – is seeking a Fund Operator to develop and implement the EEA Grants programme for civil society in Romania 2014-2021 (the ‘Active Citizens Fund’). This is the invitation to bid.

Background information

The EEA and Norway Grants 2014-2021 represent funding from Iceland, Liechtenstein and Norway to reduce economic and social disparities and strengthen cooperation with 15 EU countries in Northern, Central and Southern Europe. For the period 2014-2021, a total contribution of €2.8 billion has been agreed.

As described in article 3.2.b of Protocol 38c of the EEA agreement, funding shall be earmarked for support to civil society organisations in each of the 15 beneficiary states.

Programme allocation and objective

In Romania, the allocation to the Active Citizens Fund (the civil society programme) is EUR 46 000 000.

The objective of the Civil Society Programme Area is: ‘Civil society and active citizenship strengthened and vulnerable groups empowered’. The Active Citizens Fund 2014-2021 in Romania shall seek to develop the long-term sustainability and capacity of the civil society sector, with the aim of strengthening its role in promoting democratic participation, active citizenship and human rights. More information on the objectives, principles, thematic areas of support and design of the programmes can be found in the Terms of Reference (see link below).

Submission of bid

The Fund Operator will be responsible for the development and implementation the Active Citizens Fund in Romania.

The deadline for submission of bids is 1 March 2018 at 12:00 (noon) CET.

Potential bidders are invited to one-on-one meetings with representatives from the Financial Mechanism Office to discuss the expectations toward a Fund Operator and the tender process. The meetings will take place in Bucharest on 10 and 11 January and in Cluj on 12 January. You can schedule a meeting by writing to acfund@efta.int.
